Storm Chasing Require a license to chase storms

Should storm chasing be reserved for people who are trained and licensed to do it?

Over the years, storm chasing has become very popular. Some people die because of it. Some people damage property because of it. Some people fly drones into it and don't even think about the volunteer debris they may be adding to it.

Should chasing storms be allowed by everyone or should there be a licensing process? Then again, how could you enforce it on a national scale?
 
I would say no, because I agree it would be impossible to enforce a licensing requirement. There are so many kinds of risky activities that people engage in that it isn't going to be possible to regulate everything that might result in injury or death. Some of these things like climbing in dangerous locations or hiking on closed trails can be controlled by bans at specific spots. Storms are something that aren't limited to specific locations and are somewhat sudden and unpredictable. I think it would be better to concentrate on people who disobey law enforcement to get closer to a storm or are trespassing or blocking traffic or breaking traffic laws. People who see a tornado, whether they are storm chasers or ordinary passersby, are likely to gawk and rubberneck, take pictures and videos, and such if they don't feel in immediate danger. Some may put themselves at risk, but it would be hard to prevent. Education and encouragement of people getting training through accredited organizations if they want to take up storm chasing would probably be more effective.
